10 Sebastian Shaw
Sebastian Shaw debuted during the X-Men's renaissance in the early '80s, acting as the Black King of the Hellfire Club. Shaw's greed and amoral nature made him a standout in the Hellfire Club, the perfect distillation of that group's ethos. His powers — the ability to absorb kinetic energy that fuels super strength — made him an interesting threat, and his 18th-century fashion sense gave him a memorable visual.

Shaw has come into his own during the Krakoa Era. The character has had a spotlight on him like never before, showing off what he does best. The Orchis Initiative represents an old enemy in a new coat. The threat of the Orchis Initiative isn't much different from older anti-mutant groups, but it's their scope that makes them so deadly. Orchis goes further than something like Project: Wideawake or Operation: Zero Tolerance, presenting an omnipresent evil. They also pose a danger to humanity, as Nimrod and Omega Sentinel represent the threat of weaponized machines to everyone.
8 Senator Robert Kelly
Humanity's hatred of mutants was always a part of X-Men stories, but Senator Robert Kelly took it to the next level. An openly racist Senator, Kelly wanted to use the power of the U.S. government to persecute mutants like never before through his Mutant Registration Act. His hatred for mutants is his defining characteristic, and he represents something of a new dimension to the corrupt government official — the true believer.

Kelly echoed the more racist members of the real-world U.S. government during the Civil Rights Movement, a person who ran on hatred and did everything he could to make his twisted dreams a reality. He was an enemy who couldn't be beaten in a fight, a threat the X-Men had to deal with in new ways. He's the blueprint for every racist X-Men villain who came after him.
7 The Sentinels
The X-Men have glimpsed terrible futures, and many of them involve the Sentinels in one way or another. Debuting in the early days of the team, they were humanity's first weapon designed to counter the "mutant menace." Powerful automatons armed to the teeth, they were the iron fist of racism, built to smash that which humans hated.

Mystique is Marvel's greatest shapeshifter, using her powers to threaten every enemy. What makes Mystique so great is that she shouldn't be as formidable a threat as she is. Her powers may seem like they're more passive, but she's so much more than that.

Mystique is so great because she works in any kind of story. She's a great leader, can hold her own against Wolverine, and is amazing at maneuvering events to her benefit. Her place as the mother of Nightcrawler and Rogue's foster mother makes her part of the X-Men's family, adding a personal dimension that many villains don't have.
5 Apocalypse
Apocalypse can be an overrated villain, but that doesn't mean that he isn't among the best X-Men villains. 4 Mister Sinister
Mister Sinister is a titan of terror and has definitely had a career renaissance of late. Sins Of Sinister reminded readers just how good Sinister could be when unleashed and the lengths he'll go to in order to win. For a long time, Sinister never felt like he was going to live up to his potential, but luckily for X-Men fans, that hasn't been the case.
After striking big with "Mutant Massacre" and Inferno, Sinister had some missteps but came roaring back with stories like "Endangered Species" and "Everything Is Sinister!" The Krakoa Era is where he's truly shined, with star turns in Hellions and Immortal X-Men. He's jumped to the top of the pecking order, where he's always belonged.

3 Sabretooth
While Sabretooth is considered more of a Wolverine villain, he still makes a deadly foil to the X-Men. Sabretooth was always popular, the representation of humanity's most depraved tastes, an individual who exercised his power to do whatever he wanted. The few times he did work with the X-Men, he always had an ulterior motive and left the team after a bloody showdown with someone.

2 Cassandra Nova
Cassandra Nova is a scary foe, an enemy whose power level and depravity have endangered mutantkind every time she shows up. She made a huge splash with the team, murdering 16 million mutants and taking over Professor X's mind, and since then has been an A-list villain for the team. She is malice and hatred personified, the brutal opposite of Xavier.
Nova's relationship with the Professor — the twin he thought he killed in the womb — makes their dynamic something special. Deep down, she has no other mission than to kill her brother and destroy everything he loves. She's a simple villain in many ways, but that's made her no less exceptional. Fans know they're getting a good story when she's the bad guy.

1 Magneto
Magneto is a legendary Marvel character, easily the most successful sympathetic villain of all time. Magneto began life in a rather simple place, but the resulting 60 years have seen him grow into a beloved staple of X-Men lore. There are few other characters who have so successfully opposed the viewpoint of the heroes, both through action and deed.
Magneto has spent over a decade as an X-Man, but he's such a foundational part of the X-Men mythos as a villain.
